Russia needs post-crisis plan for economy (RBC).

24.02.10The development of a post-crisis economy management model for Russia for the next three years is vital, Deputy Prime Minister and Finance Minister Alexei Kudrin said at the ministry's board meeting on the key aspects of the country's taxation policy for 2011 and the planning period of 2012-2013. "We will face a number of challenges in the next three years, and all of them will be related to finding new means for growth, as well as ways to lessen our dependence on hydrocarbons," Kudrin noted. The minister indicated that a series of measures was required, and not just tax incentives. He believes that Russia cannot continue to cut taxes in the present situation. "This is hardly efficient. If we continue to cut taxes, we will have to give up a number of revenue sources and certain expenditures which the ministries and other bodies, on the contrary, plan to hike up. On the one hand, we must not only support innovations, but also increase budget expenditures on the creation of the innovations' structure," Kudrin stated.
